memex audit

What it does

For the whole repo, or the paths and globs you name: files with no header, folders with no README, files grown too long, one-liners that run long, unresolved references and duplicate ids. Each kind names its fix.

It is a report, not a gate: it exits 0 whatever it finds, and 1 only if a path you named does not exist.
